Mission Statement/Strategic Action Plan
- The revised version was passed around with corrections made so that it now reads:
Mission Statement
Oregon Council of Teachers of Mathematics (OCTM) promotes a comprehensive math education community and supports educators in implementing the state and national mathematics standards.
Strategic Action Plan
* Stimulate and foster interest in the learning of mathematics while providing instructional strategies, best practices and useful assessment tools.
* Encourage and support educators in the process of implementing current standards of the National Council of Teachers of Mathematics, Oregon Department of Education, and the United States Department of Education.
* Support and achieve diversity and equity within the Oregon mathematics education community.
* Develop and encourage leadership and service in the mathematics education community.
* Develop and maintain communication and coordination of services between OCTM and related educational organizations, public agencies and private sector agencies.
- A suggestion was made to include, at the bottom of this print out, the adoption date of August 8, 2004.
- A motion by Cathy Bernhard, with a second by Lynn Bonser, was made to adopt the reworded mission statement and strategic action plan. The motion passed.
Elections and Election Procedures Giny Christensen
- Giny asked to have a little discussion before she appoints a committee to work on this issue. - The data base would not be a tool for generating voting because the email addresses change all the time and the addresses are not always current. Would it be possible to have a voting card as centerfold (stapled or not) inserted in The Oregon Mathematics Teacher (TOMT)? It would be more expensive if the insert was stapled in. Cathy Bernhard will ask the printer about the cost of a perforated page or an insert postcard. Could we use our website to conduct a vote? Could the cover of TOMT have a big notice of the upcoming election? The last election had a 7% voter return for $1200 with two unopposed elections. The previous election had a 12% return for about $1200. The committee to investigate this will be Cathy Bernhard and Jackie Cooke. They will report back at the next Board meeting.
NCTM Regional Conference/Affiliate Leadership Conference Giny Christensen
- Eight attended the Leadership Conference in Portland May 20-22, 2004. We worked with Cathy Seeley, the new NCTM President. A lot of the talk centered around the Advocacy Toolkit on how to understand what's happening nationally and in the state. It made OCTM look like we were a together organization with other states looking up to us. Cathy Bernhard felt this was the most productive Affiliates meeting she had attended.
- We divided into groups to talk about common problems.
^ One problem--finding new membership.
^ Another problem--finding better communication methods.
- The Oregon Mathematics Teacher was available for everyone to admire.
- We found out about grants for Affiliates with one in particular on improving communication that Ann McMahon might be able to use.
- Time was also set aside for affiliates to get together to plan. The Advocacy Toolkit was excellent..
- Ann McMahon, as a result of this toolkit, sent a letter to Susan Castillo, Superintendent. Ann offered to share the letter she wrote.
Old Business
Logo Giny Christensen
- The logo of the outline of the state with the letters OCTM inside was presented for discussion. For use on plaques the blackness of the outline of the state would be problematic when reduced down. Can the contrast be reversed? Giny will ask Joe Spooner about this. There's an issue of reducing this state design down to pin and plaque size but the PR committee will be free to use the old logo.
- A motion by Nancy Rogers, with a second by Jill Sumerlin, was made to accept the logo of the state outline. The motion passed.
Elections Giny Christensen
- Trudy Mitchell, Winnie Miller, Becky Reed, and Patty Sandoz will form a committee to formulate ideas on how to get more people to run for office.
Procedures Manual Martha VanCleave
- The second draft of the Procedures Manual was passed around. Martha's job is to compile the procedures as a living and breathing manual.
- The purpose is to give people information about particular positions though it does not yet include the Area Reps' component. Also, the President-Elect's procedures are not in there yet.
- This manual still needs to go out to former officers so they can add to the job descriptions. If you know anything about a particular job, please share. This document is posted on the web.

Scholarships Nancy Rogers
- There was disappointment about how very few people have applied for the money that our Treasurer, Chuck Peterson, has so carefully set aside. There is information in the TOMT. Area Reps can dispense the information about the scholarships, what they are about, amounts, procedures, etc., at the Area meetings during Oregon Math Leaders. Each of us is encouraged to spread the word about OCTM membership, TOMT, and scholarships every time we go out to meet with other teachers.
- The scholarships are available for the Northwest Math Conference, the NCTM Annual Meeting, and educational classes in summer.
- This past year five people were granted partial funding to attend the Annual Meeting. All but one turned down the scholarship because the recipients said the amount was not enough. Maybe the wording should be changed to say "Partial Funding".
- Nancy Rogers will be in charge of a committee to pursue this issue. This committee will report back at the next Board meeting. Nancy has all previous recipients' names in a spreadsheet, as well as the amount received, so that the Scholarship Chair can research for previous recipients.
- A concern was expressed that a big part of the math teaching population does not know about OCTM. Again, as Board members it is our duty to speak about OCTM, the webpage, TOMT, etc.
- Is there a way to get all the scholarship info all on one page in TOMT with a one page application for all the scholarships? This was received as an excellent idea. Nancy, along with DJ Muller and Ann McMahon, will work on this. A question to be addressed by the committee is whether a maximum or a minimum amount should be stated so that applicants are aware.
Conversation with our Legislators Giny Christensen
- The Advocacy Toolkit can be used to write form letters to legislators. Giny will send Ann a copy of a press release from the NCTM Affiliates Leaders' packet. A prototype letter by Ann could be sent to all Area Reps to send out. This could include the mission statement.
Northwest Math Conference Trudy Mitchell
- Trudy found the banner which will be taken to Northwest in Spokane. Trudy will make the contact for getting a table. Trudy has materials to take with her.
- Nancy Anderson, Madeline Lapp, Nancy Swarat are possibly planning to attend Spokane.
New Career Teachers Giny Christensen
- Twenty-seven early career teachers are signed up to attend OML this year along with 46 new- to-OML. We are encouraged to make these people feel welcome but not necessarily scaring them with accepting leadership roles.
- Only once have we hit our registration limit.
Retooling, a.k.a. Math Professional Development Cadre Mike Gould
- Over thirty of us have been together for the last two days. It's a rough road with new demands and new questions though the drive to move forward is still there. We do not have a finished product.
- We have a small group who feel ready to work with teachers and schools in professional development. The contact person is Phil Bartsch. Some people are more available to meet the job opportunities than others.
- Subgroups of the Math PDC: Administration; Mission Statement; Communication (with ourselves and with state); Database; Materials.
- We did nine training sessions which was about eight too many. We did case studies, lesson studies, continuum, True Colors (personality profiling), and Texas Instruments training.
- We set a timeline of August 2005 as being ready to go forth with next May as the target for recruiting new people.
- We're still growing. We still need more people. Area Reps can submit names of people to join this group.
- We need funding. Oregon Department of Education needs to come up with money. Schools that have improved their state scores are seeing this success as a direct result of professional development.
- We need to be careful about burning people out. There is a problem of age--most of us are seasoned. Leadership doesn't have to come with age. The young ones can take on smaller responsibilities, slowly taking on larger chunks.
- If people want to get involved, tell them to contact Phil Bartsch or Mike Gould. These people will get put on listserv and will receive training on conflict management, data analysis, and other areas. Compliments to Mike for being the point person, the one with the vision. To correct the timeline info we're hoping to be in better position to help people a year from now but we can also help people right now. Try to team up with somebody who is already doing this. Area Reps, we need your input.
- Part of this whole vision was to relieve the burden of professional development from OCTM and put it back on the districts. Math PDC is training math specialists in professional development.
- Giny will be seeking funds. All the grant forms require a mission statement which we now have, along with budget ideas and a timeline. What's OCTM's support? How much more can OCTM help and what's going to happen in the interim till grants come in?
Professional Development Cadre Vision Statement
The Oregon Council of Teachers of Mathematics' Professional Development Cadre (MPDC) is a statewide group of highly trained, knowledgeable, and interconnected facilitators. Motivated by current research on best practices, the MPDC has been formed to provide opportunities for teacher training to enhance effective mathematics instruction.
In order to assure that all students acquire a high level of mathematical competency, MPDC members, through ongoing training by OCTM, will help a community of learners become knowledgeable about current research on best practices.
We will:
Help diagnose needs and aggressively promote quality training as a necessary part of teachers', buildings', districts', and communities' growth.
Help build communication among the stakeholders within the mathematics communities.
Develop an infrastructure of leadership that can be drawn upon for self-sustaining professional development for the groups with whom MPDC partners.

- Ginger bade welcome to the Board.
Retooling Discussion continued
- Mike has suggested a group to discuss the roles of OCTM, OML, etc. What is the task of the committee? Why can't we run a dual conference at OML--one for training leaders and one for other leaders? It could be a parallel program with joint sessions. More discussion ensued. Debbie Lindow, Leslie Graham, Jill Sumerlin, Marge Burak, Judy Johnson, Patty Sandoz, and Mike Gould will meet at 4 pm today between Riley and Walker on the Linfield campus. Anybody with an interest is welcome.
Board Member Reports
President Giny Christensen
- Giny shared the placards that NCTM generously and graciously displayed at the Affiliates Leadership meeting:
"NCTM gratefully acknowledges the generous financial support of the

Vice President Trudy Mitchell
- Trudy shared the ideas generated at the lunch meeting concerning generating interest in running for OCTM office.
- The Area Reps are urged to talk about running for office or becoming an Area Rep. The Procedures Manual is the beginning of helping people understand the responsibilities of being a member of the OCTM Board.
- If anyone is going to Northwest, please let Trudy know so that you can be involved in helping man the booth at Northwest.
- Oregon Math Education Council (OMEC), an advisory group with no budget, helps to promote math education across the state with representatives around the state including the private sector , It's a collection of folks who have an interest in the direction of math education across the state. They report to no one.
^ The elementary teacher competencies have been accepted by Teachers Standards and Practices Commission (TSPC) and are now in the public review process.
^ The single indicator for college success was taking a math class during the senior year in high school.
^ Early Childhood Framework: What are the expectations for early childhood is the next thing to come along?
President Elect Winnie Miller
- Winnie is Co-Chair of the Northwest Math Conference which will be Oct. 13-15, 2005 in Portland at the Jantzen Beach Double Tree (with free parking). Jackie Nissen is in charge of the program again. Matharama will be new--30 minute presentations to just 10 people.
- We're also thinking about ticketless workshops (first come, first serve) which requires presiders who are very tactful addressing folks who are tardy to their workshop. These presiders would graciously redirect the tardy folks.
- Winnie would be happy to take names of people, generated by Area Reps, who would be willing to help with the Portland Northwest.
- Also to be added to the format will be gallery workshops with 30 people participating in a workshop, with 30 more sitting around observing.
Treasurer Chuck Peterson
- Memories are like elephants: the board just never lets you forget. According to one person on the board Chuck has been Treasurer since 1897! That makes somewhere around 4 Board meetings each year for 107 years' worth of reports!
- But the truth is this is Chuck's 18th August Treasurer's report.
- The Treasurer's job is to give a financial conscience. How did we do when the year was over? We lost $17,594.93.
^ Theory #1: Teachers are the most generous group of people with supplies purchased out of pocket.
^ Theory #2: If it's not our personal money, we are more apt to spend it.
- The TOMT category now includes Communication and Publicity. Our Board is much larger than it used to be. There is not as much car pooling. For example, Chuck drove this time for roughly 400 miles one way. That's about $250. Over ten years that's $4000. What does a ten year habit of spending do?
- One of the difficulties of being Treasurer is people asking, "Can I do this?" That's not the Treasurer's job. That's a Board decision. Should there be a policy about who attends the Annual Meeting? Should other Board members wanting to attend the Annual Meeting apply for a scholarship? $6700 was spent this year. Over ten years that's $67,000.
- Chuck is not trying to step on any toes but there should be more fiscal policies.
- Elections probably would financially be more feasible through TOMT rather than a separate mailing.
- For the NCTM Affiliates Leaders meeting--who goes? Is there a policy? Chuck thinks there should be a policy.
- General Administration Category
^ We only get audited at the end of a Treasurer's term for about $900. A full audit costs quite a bit more.
^ The next time the minimum cost will be $1300 because we have so many accounts. ^ This year's audit had $1300 of time spent on it but the auditor charged about $800.
- Conference, Contests, and Workshops Category
^ Northwest Math Conference has always had its own account. When Math Leaders started with Don Fineran it was paid for by Oregon Department of Education (ODE). Then OCTM started doing things in conjunction with Math Leaders which complicated things.
^ We get money from Oregon Collaborative for the Excellence in Preparation of Teachers (OCEPT) and others which makes things more fuzzy.
^ Another example is splitting out Retooling meetings and Board meetings.
^ For the last couple years we've been charged for the room used at the August Board meeting. None of the other sites charge us. That means we are now paying for part of Math Leaders costs. (Becky Reed is going to send the bill directly to Hewlett Packard.) ^ Chuck is seeing more OML bills because OML doesn't have as much money as it used to have. Also the August Board meeting did not reimburse mileage and meals but now it does.
- Expenses total was $82,364.62. About $8000 was for Retooling. For Income, $20,950 was from OCEPT grant. Will the OCEPT grant be here next year? If the OCEPT grant is taken out our deficit would be around $37,000. Run that amount for ten years and our assets would be wiped out. We must have an eye to the future.
- Membership income came on strong in the last few months, hitting our goal. The CDs keep maturing. Interest income is way down simply because interest rates are down.
- The Fineran Scholarship fund is locked into a bond that pays 7% interest that matures in 2014. The interest is about $1200. This is self-sustaining. The OCTM scholarship pays 7%, maturing in 2017.
- We then compared this budget to the copy of the 1991-1992 budget. Chuck talked about Don Fineran's philosophy of volunteering our time. Back in those days, OCTM had to collect dues for NCTM to the tune of about $14,000. Without counting these NCTM dues, we also took in about $30,000 in OCTM dues. This year we took in just over $12,000. Our income for 2003- 2004 was $64,769.69. In 1991-1992, the income was $74,428.
- This is a historical perspective on where we've been.
- Chuck wants to see guidelines put in place:
* All requests from outside OCTM should be presented by July 1 (rather than dealing with each request separately). These would be in the SCAM category.
* Guidelines for NCTM Annual Meeting: who's going, how much is to be paid
* Guidelines for NCTM Affiliate Leaders Conference: who's going, how much is paid
* How can we reign in our spending?
- Basically, the Northwest Conference has kept us going over the years. At this level of spending, Northwest won't be able to support us. Chuck's message is that he's worried about the financial health of this group. We do so many neat things so what do we cut? He recommends prudent discussion on all four suggestions. The budget that he has proposed is not one that Chuck is comfortable with.
- It was proposed that a financial committee, including the Treasurer, be formed to set guidelines. It was also proposed that we cut out one Board meeting, possibly the October meeting. Ginger Redlinger has $4000 from NSF to run Presidential Awards for each subject area. This money could be given to Ann McMahon who would then bill OCTM.
- A motion by Mike Gould, with a second by Jill Sumerlin, was made to cut one Board meeting for one year only for the 2004-2005 year. The motion passed with one dissenting vote.

- Ginger has offered ODE as a site for meetings for anyway it can be of help. Eliminating one Board meeting is a savings of about $4000.
- Giny proposed cutting the October 23 meeting. The meeting dates were re-established to be January 8, 2005 in Troutdale and April 23, 2005 in Salem at ODE. This will be a savings of around $3900 plus the savings provided by having Salem host which is the cheapest location.
- Can we raise the dues? No, the dues information has already gone out for this year.
- A motion by Nancy Anderson, with a second by Tari Querin, was made to cut $5000 from the OCTM Workshop category of the budget. The motion passed.
- Discussion following the motion prior to the vote included Don Fineran's philosophy about donating time, energies, and talents. We are in this for kids and for their math education. We have to learn how to balance economic need with long term math education needs.
- Ginger Redlinger is offering $4000 from NSF to OCTM that will be placed in the Publicity category for Ann McMahon as Publicity Chair to administer for the Presidential Awards. This money comes into the Miscellaneous Category.
- A motion by Martha VanCleave, with a second by Trudy Mitchell, was made to accept the budget as now amended. The motion passed.
- ODE thinks the Retooling is the most significant professional development so ODE is waiting in the wings to support a statewide initiative. It's DURING the development stage that we are in need of money. Ginger will take this point back to ODE.
- We need a financial committee that will include the treasurer. This committee will address Chuck's four points. Molly Smith, Ross Eells, Tari Querin, Ralph Schubothe. and Marla Baber volunteered to be on this committee.
ODE Curriculum Ginger Redlinger
- Ginger presented the books that she talked about at previous meeting, called How People Learn: Bridging Research and Practice from the National Research Council.
- Ginger also gave a CD to everyone with all the information we could possibly need from the webpage called the Mathematics Resource CD.
TOMT Jackie Cooke
- Each of us has been asked to keep a journal of what we participate in at OML.
- New Notebook inserts were given out. Please place old inserts in box so that the old ones do not go into Linfield recycling
Membership Ralph Schubothe
- There were 1524 members last year. Currently we have 922 because in July we start all over again. Membership is down.
- Ralph shared a letter from someone from Lennox, Massachusetts. It was suggested that this letter get put in TOMT.
- Marj Enneking is reimbursing the 27 new members' expenses to OML.
Oregon Math Leaders Becky Reed
- TV/VCR will be available beginning tomorrow morning to view tapes that were shown at Retooling.
- Becky needs names and home addresses to mail out invitations to OML.
Publicity Ann McMahon
- Please don't miss the Awards meeting tomorrow at 7 pm. Don Fineran will be at the Awards for the thirtieth celebration.

- With one less meeting, we have to ratchet back the nominations committee work. Ann McMahon, Becky Reed, and Patty Sandoz will help Trudy with this.

Area Reports
Area 2 Deanna Reisman
Area 2 Spring/Summer 2004 Report
Portland Public Schools Mathematics Department offered an assortment of Professional Development opportunities to Portland teachers. The courses ranged from K-12 with teachers being offered hourly pay or graduate credit. At the elementary level, many classes were offered for specific curriculum at individual grade levels. Also an Algebra and Algebraic Thinking course took place which combined elementary,
middle, and high schools teachers for rich discussions as teachers experienced Algebraic Thinking through the K-12 years. At the Middle and High level, additional offerings included Designing Group work, Lessons from TIMMS, and Motion Detectors to Model Functions. In all there were over 35
different courses.
As part of the National Science Foundation grant some elementary schools had two-week summer school
math sessions for students that did not meet math benchmarks.
Student membership in OCTM has been promoted at Portland State University and the University of Portland.
Area 4 Laura Lethe, Nancy Anderson, Kayda Mitchell
August AREA 4 Report
Salem School District - Laura Lethe
1. Adoption Training
a. Math Team Leaders were chosen for each building and attended one of four trainings in May, 2004
b. All grade levels had a required one day training on Bridges (K-2) or Investigations (3-5) on June 10, 11 or 14th.
c. The district provided an optional paid three day training June 16-18, again based on grade levels. About 335 teachers attended.
d. This training will be repeated again August 23, 24, 25 for those who could not attend in June.
2. Salem-Keizer hosted the second annual NTLB (No Teacher Left Behind) one day inservice on June 15, 2004 Over 300 teachers and staff attended.
3. John Van de Walle will be the guest speaker at the Salem School District Inservice Training Day on September 7, 2004
Southern AREA 4 Nancy Anderson
1. Nancy will be working with two elementary schools in Salem for the 2004-2005 school year doing model lessons with 5th grade in one school and targeted new teachers in the other.
2. She will be working with the Cascade School District for the 2004-2005 school year also doing model lessons with the 9 third grade teachers in the 4 elementary schools.
3. Nancy presented Ginger Redlinger with the AREA 4 award (southern area) at the ODE and met with Susan Castillo.
Northern AREA 4 - Kayda Mitchell
1. Kayda presented Jackie Nissen with the AREA 4 award (north area)
2. Kayda continues to work as a TOSA for the Newberg School District
3. New OCTM rep from AREA 4 will be Stephani Legard from McMinnville.
Miscellaneous
1. Nancy's son, Lucas, was married to Jessica Bakker on July 10 in Salem. She is a third grade teacher for the coming school year in Moscow, Idaho.
2. Kayda's daughter was married, also on July 10, in Newberg.
Area 7 Diane Kinney
1. Several members of Area 7 attended the Write On! retreat in July. The retreat was sponsored by grants through OCEPT. The retreat was held at the Menucha Retreat on the Columbia River Gorge. The goal for the retreat was to have each participant write, edit, and complete an article for submission. The group was very successful. It looks as though this opportunity will be available next summer also.
2. There is growing interest among several south coast districts (Brookings, Gold Beach, Coquille) to participate in the International Science and Engineering Fair. The schools are looking at entering projects specifically in the mathematics area. Southwestern Oregon Community college is working with the high schools by offering 6 credit hours to students for the low cost of $37.00.
Area 7 Mike Gould
We sent many county folks to trainings around the state for
* Bridges (Bridges Leadership)
* Investigations
* Connected Math Project
* College Preparatory Math
We had folks work on problem writing for state.
We have hooked up folks with expertise in math with area schools to mentor new teachers.
We continue to help area schools problem solve materials, professional development and ways to improve math education.
We continue to help paraprofessionals become highly qualified in mathematics.
Area 8 DJ Muller
Our Tri-County Math Cadre continued to meet throughout 2003-2004. This year we concentrated on ideas and implementation to bridge the gap with special education. Some members have been proactive in sharing techniques and curriculum with the special education staff in their buildings.
There are new TOSAs at Southern Oregon ESD. Brent Freeman is half time in Medford. Sheryl Beverly is serving in some capacity (less than half time) in Klamath Falls.
There was a CIM problem solving scoring site at the ESD in June.
Area 12 Mary Ruth Stranz
I wont' be attending Math Leaders after all this year. I have been invited to a TRIBES workshop (the only one held in the Portland area) that same week! Our school is working toward using this program and four of us are going to the training. Who else should I contact about me not coming to OML?
Area 12 (or at least the western half of the area!) Janet Echanis
The Hood River County School District held a Math Summit for elementary teachers at the end of June. There were about 35 participants. It was supposed to last 3 days, but we actually ended up going 4 days. We did a few activities with best practices and differentiating instruction, but the majority of our time was spent cross referencing our Math Plus curriculum to the state standards and discussing lessons. We then collaborated on specific teaching suggestions for the adaptations that were needed. All of the grade levels are publishing their results for the whole district to use, and will be put on a district web page for easy access. There will be further math staff development activities this fall for the teachers that did not attend the Summit. All of the teachers involved felt that this Summit was a powerful process for the district and us as classroom teachers, resulting in a solid framework for organizing our instruction.
Area 14 Lois Costine
Unless Linda has some exciting news, Area 14 has no news to report. I will try to contact as many of our school districts in early August to get lists of new teachers to contact and to update our contact list.
(Five days until Andrea's wedding. Of course it will be the first 100 degree day in the Portland area. Fortunately, she chose the day and decided to have the reception outdoors, not me.)
I will be out of town for OML so I won't see you until November.
